Qualico Communities Edmonton receives approval for Kendal community
Edmonton, AB – Qualico Communities Edmonton has received Edmonton City Council approval of a Neighbourhood Structure Plan for the developer’s upcoming Kendal community.
This key milestone clears the way for the next stages of planning and development for 120 acres of land owned by Qualico, within the Kendal neighbourhood, following approximately five years of collaboration with stakeholders, the City of Edmonton, and consulting partners.

A Neighbourhood Structure Plan (NSP) is a detailed land-use document that lays the groundwork for zoning and subdivision applications—critical steps in designing and developing a new community. The NSP process involves many stakeholders, including landowners, municipal departments, and third-party consultants, and addresses everything from environmental considerations to school sites, parks, road networks, commercial areas, and active transportation routes.
Kendal is the last neighbourhood to be developed in the highly sought after area of Windermere and will offer some attractive features once complete. Located on the west side of the North Saskatchewan River close to Whitemud Creek, Kendal will offer recreational amenities and an ecological corridor.
A District Park is a proposed park immediately northeast of Kendal, which will include land designated for two high schools and a recreation centre with various sports fields and amenities. The communities will border 170th St. to the east, which offers a convenient connection to major transportation routes.
Kendal will be the first neighbourhood in Edmonton established under the Edmonton Metropolitan Region Density Guidelines, with a planned density of approximately 48 units per net residential hectare. This positions Kendal as a model for compact sustainable development.
Qualico Communities secured approval for the Neighbourhood Structure Plan by demonstrating Kendal’s environmental and fiscal sustainability.
“The city had conducted an integrated infrastructure management plan, where they essentially project the 50-year cost of maintaining and operating this community, versus the 50-year revenue generated from Save taxation within the community,” Shane said. “They determined that Kendal would generate a surplus for the City of Edmonton at the end of the 50-year time horizon, highlighting the benefit associated with compact forms of development, and aligning with Qualico’s mission to Help Build Better Cities.”
Qualico Communities Edmonton will move forward with rezoning and subdivision applications on the land, as well as detailed engineering to support development. The team expects to start construction of this exciting new community in 2026.
